I wann build a PC some day and i told my mom that a while ago. She said that if i wanna build a PC i need to go to college because its illegal to order parts without a computer science PHD or some shit Is that true? At all?

She told me they required you to send photographic proof of a phd before they had you order or some shit And unfortunately my mom and i barely get close to I'd say like $1700 a month and $600 is going away soon. There's no way a computer can be built within that limit i think
It can, it just won't be a very good computer. You can also check Freecycle and Craigslist Free in your area for free computers and monitors.

I don't trust Craigslist in the slightest bit. Knowing my luck I'll go up to pick up parts from someone's house and ill get shanked or some shit lol. Plus don't know how to drive lol. And i have no idea what freecycle is.

Freecycle is an internet forum of sorts where you have to register and people share free things they're getting rid of. You might also ask through church, school, or work networks. People are constantly getting rid of old computers. Sometimes you can even dumpster dive one.
