“destruction of property is not violence” so, a fascist regime threatening to destroy any shelter you have built for your poor family, or foul any food you have scrounged for your minority family isn’t violence

I think it's based (crudely) on the theory of diminishing marginal utility. IE, that rich people's property specifically is worth so little to them that destroying it is non-violent.
But of course, lots of small businesses have been destroyed, and its not like they broke out calculators and slide rules
