That seems like magical thinking, the confusion of cause and effect. I don't think it's always untrue but if you can't identify a credible mechanism it's not a good enough explanation to universalize

Perhaps the barrier is ideology. Ideology has to be accessible, truth doesn't. This would still be merely a failure to solve poverty, not a cause of it. Though I see why you"d be confused, since "maintain ideological identity" is a potential credible motive for causing poverty.
