Not all racism is bad. Only bad racism is bad. This is obfuscated by the fact that in common parlance, racism is just a pejorative term that means "bad racism", whereas every positive or neutral acknowledgement of race is lumped into a different category.

No. However, people commonly have trouble with the is-ought problem, and those who build their ideology off of racist facts are generally over-eager to try to make the trivial into the significant and exceptions into rules.
