The median income is a good proxy for that imo.
It may be, but it's better not to use proxies since underlying conditions can change.

I don't know, I don't have the prescience of the combined intelligence and interests of the entire human race. Perhaps. I mean, if we're talking about a state, then you may be incentivized to use the proxy for certain reasons: it may be difficult to pass legislation, for instance
