Let's be absurdly charitable and say there's one person like that for every ten actual trans people. The suffering you describe would have to be over ten times worse than the suffering of the trans people to make preventing care a utilitarian moral calculation.
Of course, most likely what you mean is that you think "normal" people are over ten times more valuable than trans people, and that this modifies the importance of their suffering.
