You think children being denied their sexuality, and medicated and operated on to make them straight, is not suffering?
Let's be absurdly charitable and say there's one person like that for every ten actual trans people. The suffering you describe would have to be over ten times worse than the suffering of the trans people to make preventing care a utilitarian moral calculation.
