Not to disparage educational opportunities and the lack thereof, but I must inquire where you came across such BA students who did not know what a fraction is? For at the very least, there are standardized math tests and SATs that stipulate statistics, algebra, geometry and so on
You can get into college with just a GED and no SAT score by transferring from a community college with a sufficient GPA. That's what I did.

Isnt this usually limited to state univerisites explicitly? It seems to me if we extend Reza’s argument in the last instance it would stipulate that all undergeads, includinf would-be transfers, study mathematics to some degree. Which is not usually stipulated by art schools

I took the GED without studying math at all and managed to pass, albeit with a low math score. Didn't take College Algebra until I was 25, years after I successfully matriculated at a state college (my academic history is a long and boring story).

But I for one am thanksful for having had to take a science/math cluster in undergrad (which I was able to fulfill partially with logic courses)
