In the original Norse dragon story (Sigurd and Fáfnir), the dragon is a dwarf, and his wrongdoing is poisoning the land in an effort to hold onto dead capital. In Tolkein's works, the dragon's wrongdoing is the robbery. Dwarves' lack of generosity is not taken as a moral hazard.
