In many cases, the techniques and theory necessary to make a system functional exist but are impracticable. The gestures of learning are undertaken for the workforce but watch the practice and you'll see it is all folk knowledge or "common sense", sometimes dressed up a bit.
With schools at least you might think private schools offer an exception or a refuge. But they are more likely to represent ossified folk knowledge than scientifically tested technique. It still might be better, but it is not optimal.
