My neighborhood has as dense a homeless population as any place in this country and incidence of physical violence is at historic lows. Drug abuse and crimes against property are another matter. I think it depends on what the police decide to focus on.
Citation on unsafety? "I feel uncomfortable" is not the same thing as "I'm unsafe". Yes yes, heroin needles on the ground; but how many injuries from them? Give me data.
