Consent is bad, actually. An ideal society is one in which consent never has to be negotiated because everyone already knows exactly what's needed. This is normally achieved through tradition, manufacturing people to homogeneous standards, but could be achieved other ways.
There's a tradition and a counter-tradition for everything.
