      Step 1: Give most of the population HIV Step 2: Get everyone dependent on state healthcare Step 3: Tar anyone who tries to take away state healthcare as an attempted mass-murderer I guess diabetes wasn't moving fast enough, but watch for increases in sugar/corn subsidies anyway.
