I used to think that punitive action/policy against the homeless was pointless. They obviously can't benefit from it. But it's not for them, it's to threaten the at risk housed. Thus, the more the homeless are punished, the more the poor are coerced.

So the big question is: what is going on right now, economically and socially, that makes a massive uptick in such coercion suddenly necessary?
