it's ideal, without free will bad behavior becomes an engineering problem, which is a lot easier than a moral one

It becomes a chemistry equation. Stochastic components, reactions that exhaust themselves, impurities that complicate the empirical outcome, generally irreversible.

The reason it is not an engineering problem is because it's a chemistry problem that is already in motion. We are not beginning with inert substances but with a series of transformative processes which we are a part of.
