It absolutely can be cancelled. It's just not politically tenable. Contracts are nullified all the time.

You're missing the point. If you loan someone money with the intent on having it returned, and someone "cancels" it, it is YOU that has paid for the loan. It wasn't cancelled. The burden was shifted. Someone is paying for the loan one way or another.
