The alt-right has gone as far as to champion free speech even when it's hate speech. It has gone so far as to say some people are inherently less capable than others. It seems like the next logical step is to suppose that some people are literally incapable of discourse.
The availability of media in which one can express oneself and be heard (the being heard part is clear) should be commoditized. With public speech being a limited commodity, it should be rationed by the market. But that's just what's happening now. God in heaven, all's right etc.
