Does Microsoft see Steam as a competitor rather than as an enabler of their value chain? If so, can another antitrust lawsuit be far off?

Well, seems like someone there does. I doubt it can bring any good to anyone in hlthe whole ecosystem, but seems they don't want to give up trying. Think about it - if apps need to be adapted for UWP, it might be wiser to just adapt them for OSX/Linux instead.

What does this mean, though? Games are one, huge thing for sure, but then there's governmental software, software used for every sort of media creation, etc. There are still companies out there that run WinXP, for one. Seems like as if MS wants to commit suicide.

Maybe it's now or never for them. There were good moments for something like this years ago, but they put everything on the XBox. Valves waking call forced them back to PC gaming, but now there was an alternative OS, that OSX can never be. It's just to expensive as a platform.

now for keeping the rage low, it might stay at 50 bucks for the upgrade for a while, then 100, then 200 etc... until only devs unlock their windows install and the vast majority of consumers stop considering to pay the high price for the freedom win32 offers them :(
