Usual Linux distributions can't update their kernel without restarting. Also e.g. if you patch a library executables which use it and are already running won't be updated either. I'm not so sure people would realize this.

Ha - I knew someone would pull the kernel argument. :) Once Windows get to the point where updating kernel is the only thing requiring a reboot, I will congratulate them. As it is now, it seems they need to reboot to update the malware definitions? :P

Even normal apps are not updated until you restart them. You could force all users to log out and back in instead, but that's not much better than a restart.
-
It's a lie that Linux doesn't require a restart. They just don't force you, which is a security problem.
-
At least some distros restart services on upgrade. You can enable live kernel patching. Windows has GPU driver upgrades without restarting at least non-game apps which is nice. On Linux you must restart the app but OTOH using several different user space driver versions is easy
-
Restarting just the browser is enough usually for the common usage pattern. But yeah for a typical user it's easiest just to restart everything.
-
Lets redefine "restart" as "user disruption". It can be minimised, there really is no need to completely cold boot a system nowadays. Rolling update of the services takes some planning but is possible. Live kernel updating is possible. I am preaching to a wrong crowd here :)

Watchout, if it's 1803, there's a good chance it might not work for some obscure reason. Then you can just "hide it" and it'll stop bothering you. https://support.microsoft.com/en-ca/help/3183922/how-to-temporarily-prevent-a-windows-update-from-reinstalling-in-windo …
