Somebody threw a flaming projectile at them (fireworks), and in scattering, that cop used it as an excuse to hit a reporter.

So how could the police tell who threw it? All they can see is the people attacking them. If you’re in that group surely it’s reasoanable to assume they won’t be able to check everyone’s ID & you will be treated like the rest of the crowd.
