Well, they are using dirty coal power plants, which the entire world should be phasing out. SA has tons of potential for wind, solar, & nuclear. They should also go big on mass transit - importing petroleum or rare earth metals for more cars will bankrupt the country.

I agree on your premise but this isn’t SA following some target - it’s just ineptitude and corruption. Degrowth is Germany shutting down nuclear reactors to then go use fossils fuels from neighbouring countries: completely intentional but a functioning country.
