This is awful, and terribly sad. But I do want to mention how many people of varying means are NOT going to beaches because they are too crowded as well. I don't think this is an economic issue, I think this is a mentality issue. Much to nervous for our regular NJ beaches.

Houston shut down all its city pools for the entire year. Their swim lesson system is about as awful as the system you're describing here tho.

Register as in make a reservation for a time slot? And even of slot is open no one can walk up to use it??

Correct. Register for a time slot a week in advance. I managed to get my mentee in as a walk-in, but it took 15 minutes of suasion and fiddling on phone. Good luck if you're just your average 15-year-old.

Here in Berlin, during lockdown we have to register to swim. The site keeps a running total of places available any given day. The pools are popular, used by rich and poor and all grades between alike.
