Huh. For me the middle block is stationary but the diagonal background moves like the sea. Unless that’s what that means?

There are many illusions on the same "principle" (by Akiyoshi Kitaoka) but this one is staggering and my favourite by far. It's just mind boggling... talking about free will ! Hello ?? it's a perfect demonstration of how the brain plays tricks on us all... especially amusing !

Interesting observation... Mijn visual system interprets different distances for inset and surround. I am pretty nearsighted -6.5, so I watch this on my iPhone monocularly. Moving closer the surround sharpens moving back the centre. That sharp part is also the part ‘moving’.
