If I look at the left one, the right one seems to spin way faster. If I look at the one on the right, the one on the left seems to rotate just a little faster.

They spin the same for me, if I look at the RIGHT one then the LEFT one seems to spin faster, the reverse I still see them both at the same speed.

if you look at them peripherally they both appear to freeze, first moving with the saccade and then freezing entirely as you look further away.

For me the one I look at rotates slower, maybe due to motion-sensitive peripheral vision?

If you have some CRT monitor around, see that if flickers when viewed not directly.
