The speed of both discs is increased (clockwise) when my centre of focus is directed away from *both* discs. ie, rotation is stronger when seen in non-foveal field.
I see slow clockwise rotation in the figure that I’m not looking at. If I look in the centre I see no rotation.

Spins CW but only when not looking at it directly. The motion also doesn't travel a full circle, but is pulsing.
