Is it the same shade of white as in the rest of the picture?

I think so

Fascinating

The difference being the yellow that starts on the edge inner circle and radiates outward. If changes the color of the black rays toward center, which gives the illusion that it is hot and glowing, like the sun. I don't think it's the white, rather the yellow and white together.

The center appears to be a magical cat, even though it's just a normal cat. (Sorry, I couldn't resist. Happy New year!!)pic.twitter.com/cO4lHaZvhX

No, it is not ! Are Red & Green combinations. For "internet" color marvels always check the colors after copy-paste in Paint.

Fair point, but the illusionv("glare effect") is every bit as compelling without the lossy compression. The original comes from the research page of Professor
@AkiyoshiKitaoka (http://research-db.ritsumei.ac.jp/Profiles/26/0002593/prof_e.html …). He will probably give you the uncompressed image if you ask nicely :) -
Yes, I know that are real effects. And for motion illusions I have a simple explanation :) (a software system give me some clues, not elaborated researches)
