I saw the movement more when I viewed the image out of my peripheral vision, but there wasn't much movement and it is possible that it is just in my head because I was looking for it!
I see it only when scrolling. Is that because our eyes have evolved with a bias towards incoming motion (flying objects towards us)?

I see no movement, but if I approach the picture while focused at the b/w border, the ring seems to grow faster than I would expect, kinda outgrow the border.
