A channel I sub to just released a video. On the YT homepage, before that video, I first see:
-2 rows of recommended videos I don't sub to
-YouTube originals
-Top stories of topics I don't follow
-Recently uploaded rec'd videos
-2 Topics I show interest in
(1/3)
the sub homepage is for subscriptions, everything else is trending/recommended. You know this my friend. It's been this way for years.

I would think they would push recently published content to an extent. But before the channel I was looking for was 3 other subbed channels that are outdated

nah, not unless they're super big. Youtube knows what it's doing lol. Every sub you've ever followed will be in the sub feed, that's by design.
