    Fun fact about auctions: today, they're conducted electronically, but Auction 2 (July 28-29, 1994) was an "oral outcry" auction: we said bidders "need only raise a bidding card, shout out the bid or instruct a bid assistant . . . to call out the bid."

    Before started conducting auctions, it assigned spectrum through methods like comparative hearings (colloquially known then as "beauty contests") and lotteries using a ping-pong ball machine. Despite ridicule way back when, auctions are now seen as fairer/far more efficient.

    In 1959, Ronald Coase proposed that the allocate spectrum licenses through auctions. In 1993, Congress gave us that authority. And 25 years ago today, the 1st auction began. The auction of nationwide narrowband PCS licenses lasted 5 days and generated $617M in net bids.
