I also came across jetbrains.com/fleet/ that seems to solve more of the SDLC issues, but infrastructure management piece is still left out.

But plumbing over the existing tool seems pretty complex, because when the new version comes out - you need to redo a lot of plumbing to make it happen. I wonder... where is the SDLC + Deployment equivalent nocode tools
