If they carry such a tone - and I'm not calling it a tone of appeasement - in the plenary, one can only imagine what they'll be like in the two days of closed-door meetings.

Instead of starting the conference by ceding so much ground before even a word is exchanged, start by asserting your own values and draw a sharp contrast. If you fail to do this now, there's little hope that you will stand up for rights and gains when the going gets tough.
