"They" are not providing us with this resource, the forest is. "They" are providing the service of forgoing development of the land and yes it would be reasonable to ask others to contribute for this sacrifice. But "pay us or we will burn it down" is not a good precedent!

They didn't say that. My thought was, if we had been paying, they might now be taking more care with it.

Other countries do. Like Norway, who not long ago decided to hold back the money, (like 4 mill USD) because Bolsonaro is not actually spending the money towards preservation.
