2, Two key issues. Firstly, U.S. force withdrawal must be responsible and accountable. International third-party monitors should be given access to do this work. In addition, Afghan civil society & orgs must be given resources and access to monitor Taliban compliance.

3, Secondly, intra-Afghan dialogue is where the hard, tricky work of working out the framework for peace begins. But as yet the dialogue lacks a mediator, guarantor and facilitator. Further, will the timeline for the dialogue be 14 months?

4, If so, this leaves little time. AIHRC calls on the government, Taliban and U.S., as well as intl partners to urgently clarify process design, content and outcomes. How will we include victims and civil society? How will the talks seek to restore dignity to all Afghans?
