2) Pressing challenges included civilian casualties as a result of explosions: 2 children confirmed dead in Kunar, and 10 people killed or wounded in Kandahar (this doesn't include the latest tally of wounded from the Kandahar attack this afternoon)

3) AIHRC condemns in the strongest terms violence against civilians. All Afghans have a constitutional right to vote - all risked their lives today, and some paid the price. We send our condolences to families who lost loved ones

4) Our observers reported widespread delays in opening polling stations, with IEC staff arriving late

5) Technical challenges were reported with the biometric system, and voters reported that staff seemed to not know how to use the technology leading to delays; as with previous elections, printing inefficiencies also reported by observers; election materials arrived late

6) Voter lists were inaccurate - with incorrect names, date of births and other information

7) Voter turnout was low in many provinces due to security. For instance, in Itarchi School of Argo of Badakhshan district, from morning to 12:42 in the afternoon, only 13 people voted

8) Though there was better news from other provinces: in Bamyan, Daikundi, Herat and Helmand provinces participation among women voters was particularly good

9) AIHRC observers also reported specific challenges for those with disabilities. IEC did not provide accessible voting facilities. Our observers report that voter turnout among those with disabilities was low
