The key word for me is “power.” The more powerful is more responsible. A billionaire bribing a state official is as bad as a police officer wearing a gun demanding a bribe.

Absolutely with the taker. The briber is a piece of shit, but the briber didn't take an oath to serve the people. The taker did. That oath should mean something and there should be severe consequences for breaking it or the whole system is fucked.
