I would require them to be evaluated for aesthetics, we only need attractive people to have children, there are too many ugly babies as it is.

Doesn't this just begin as the first step towards "lab grown" humans...engineered? I think it's also how Krypton became a dying society. Even superman had to escape from that shit.
