I'm having a tough time picking yes or no. I think being at peace is a kind of bridge to happiness in the same way as being less sad is, but i wouldnt say being less sad is the same as being happy. Maybe ...a subset of happiness, or more aptly, step 1 in the happiness project?

i view being at peace to be similar to making peace with someone or a particular situation. you may not be happy with the person or the outcome of the situation, but you've made peace with it and are able to move forward.

I used to equate excited elation/ high level bliss with happiness; this left me feeling like anything but the rush was unhappiness/ misery. I've since learned to better appreciate relaxed contentment and tend to equate that mellow-peaceful happy with more sustainable happiness.

They are not identical, but the set "at peace" is probably entirely contained within the set "happy". It's hard to imagine being able to be at peace while not to some large degree also being happy because unhappiness leads directly to not being at peace.
