A lot of the comments here are mocking the girl, and I really dislike this. Much like drug problems, it seems like a mind virus that preys on the vulnerable, and the response to this should be rehabilitation, not punishment. Work that could probably be done better if public resources were redistributed. Charities do good work but their resources are limited and reliant on people's generosity. Plus I'm not an American & not just thinking about how these issues apply to the USA.

Internationally is where charities are especially important, because governments typically focus on territory they're responsible for rather than taking a global approach to social good
