Assuming that the respondents are essentially the same in both surveys, it appears that there is a lot of hypocrisy in the responses. At a glance, I would say the people are projecting their personal tastes onto the 13-year-old subject.

Here's the thing... with consent, it doesn't matter how old the other party is. If he or she can give consent to a 14 year old, why is it suddenly so perverse if it is to a 30 year or 70 year old?

Because there's a higher risk of coercion and abuse when there's a large imbalance in power, maturity, experience. The scales are pretty even with two equally naïve children. Sane, healthy adults don't take advantage of children's inferior decision-making.

Spain just changed their age of consent from 13.. and I think parts of Japan still have it at 13.. so make your next poll 12..

Maturity level differs from individual to individual, so there is no uniform age. But, we need some age set as a standard where a person below it would considered be legally incapable of consent, although it would be somewhat arbitrary.
