If you include restraining someone so they weren’t an eminent danger to themselves or others, then yes.
If one hurt the other and they didn't want to be hurt, I'd say it qualifies

No, and I think the poll shows-if people are being honest-the majority of people behave themselves, but as always the bad of the world do enough to make up for it.
