No question moral failure. All philosophy is morality and all politics is philosophy. Most intelligent people are wrong, philosophically (and thus, morally).

Rarely a moral failure. No failed ideology that brought misery gained popular support based on immorality. "Roads to hell are paved with good intentions." Unless you count hypocrisy.
