What % of income does someone have to be (compared to other income earners), in America, before you personally consider them to be 'rich'?

I suspect people would have a much easier time answering in terms of annual salary than in terms of percentile. I certainly would (& am looking them up now, though I don't know if that's against your intent)

Wealth is primarily an attribute of the value of your assets not the size of your income. You can have an income of $250k (top 3% US) from $100M of assets, or you could win $250k in the lottery with no assets. Which one is rich? They have the same income.
