Depends on how rich your society is. In Canada a $ trillion represents over half the entire economy, so sacrificing that would start a huge economic depression, killing many children through poverty.

Unless we are somehow worried that the dragon is going to go out and spend 1 trillion dollars instead of hording it, give the dragon 1 trillion dollars. You reprint the 1 trillion dollars afterward.
