Uncomfortable question, is it "framing" when it is reporting the acquired data?

Choosing to report one aspect of data and not another can often count as framing, because humans extrapolate.
For example: "Man forces his lips those of a beautiful, unconscious woman at a party" is different if you leave off the "to perform CPR".
That'll work. I mistook the framing for being the data presented, as opposed to the selective headline.
