Do you feel like it's plausible that 'slutty empowerment' is something men encourage so that women are more likely to say 'yes' to sex with them?

Wow, hard to say! I doubt that sluttily empowered women are actually any more likely to say Yes (the two halves of the term sort of cancelling out in that respect), but some men might THINK they are...

most men are very unstrategic about this, but there are definitely a manipulative subset. I particularly have heard of rock music and theater types who sexually groom young women this way

men encouraging slutty empowerment has more to do with trying to get laid than empowerment.

Quite, possibly, but the legitimacy of the position is independent of that -- like when veggie growers seek to convince you that eating veggies is healthy. It is; but that's probably not their main motive in pushing it.

Sure, that doesn't mean that women expressing their sexuality aren't also empowered

I was actually just thinking about this last night. I decided, it still works. Even if a man supports for selfish reasons, the woman still learns how much power she has and can use that as she chooses.

There are definitely some men who take advantage of women who find being slutty empowering. However, most of the time from what I've seen, when "slutty" and "empowerment" are paired together, it's coming from a feminist mouthpiece.

Depends if the argument is coming from an angle where love / sex /respect are all things that are a scarce resource that must be rationed or an abundant one to be freely given.
