For most people the former is a more intimate body part. We sexualize breasts and it's an erogenous zone, whereas arms (generally) are not.

They are only different in degree, not in form. Grabbing is wrong, boobs just more sexual, intimate, invasive.

our societal concept of "private parts" which in many ways transcends how (visually) private one chooses to keep them.

Because there are circumstances in which it might be acceptable to grab someone's arm without consent (safety etc.) But not their boob?

That is the only exception to the rule, but there is no good reason to grab a woman's boobs without consent.
