Hypothetically, if it's accepted by everyone in the other culture, sure. Also, when you travel you should adopt local etiquette AMAP.

I think within our own culture there's a class element. I've noticed within poorer communities it's both more prevalent and less gendered.

Talk to some women from those cultures; I've never heard one say she welcomed them.

I've met a few women who consider them complimentary, as long as the guys don't follow her or anything
