when income tax was first introduced as a temporary measure in the USA congress considered legislating a 10% maximum rate.

they didn't do that as it was argued a legislated max would encourage future congresses to actually increase tax to the maximum.

If you think you want to live in ANY country using less than 11% to hold itself together then you need to do a little more actual thinking.
Social programs are not the governments business, charities can take care of that. Why should there EVER be a limit on maximum income?
