I'm not sure I wholly agree with "obligation" but it definitely has a strong interest in doing so given the lack of alternatives

I believe the government is obliged to ensure health care is available to all citizens, & I gather PP is effective.

yes, but only because they fund other health service providers that provide the same services EXCEPT for the abortion thing.

Since women are 100% responsible for decision to have a child. They should be 100% responsible for care and raising of child.

If you provide adequate education about sex and sexuality you don't need to fund Planned Parenthood. But the US doesn't do that.

The government doesn't fund any other medical procedure, so I don't think so. They can if they choose to though.
