well I think romantic partners should generally be considerate of each other's comfort

Depends upon the behavior in question. You give your partner a choice, cigs or you, and if they choose you, they improve health.

If you do not like your partner "as is", trying to force behavior, for whatever reason, will bring friction to the relationship.
